Homeland Security Centers of Excellence

PACER is a Department of Homeland Security Emeritus Center of Excellence. The centers are authorized by Congress and chosen by the Department's Science & Technology Directorate through a competitive selection process. Each center is led by a university in collaboration with partners from other institutions, agencies, laboratories and think tanks.

The Centers of Excellence were founded on this mandate:

"The Secretary, acting through the Under Secretary for Science and Technology, shall designate a university-based center or several university-based centers for homeland security. The purpose of the center or these centers shall be to establish a coordinated, university-based system to enhance the nation's homeland security." (As amended.)

Educational Programs

PACER provides a number of educational programs to foster expertise in the science of disaster medicine and disaster preparedness, including our Summer Scholars Program, which seeks  to foster opportunities for students to work closely with recognized top subject matter experts in conducting research that will further the science of preparedness.
